The Government of Samoa established the disability benefit scheme to provide monthly allowances for persons with disabilities and their caregivers in 2021. This policy priority is stipulated under Chapter 3: Samoa Social Protection System of the National Social Protection Policy Framework 2023. MWCSD is administering the National Policy for Persons with Disabilities (2021 – 2031). This National Policy sets out how the government and its partners, stakeholders and the community will work together on disability-inclusive development. In line with the policy priority, Parliament has also enacted the National Provident Fund Amendment Act 2023 to ensure the smooth disbursement of the monthly allowance to register persons with disabilities.
